COBRA does not count as employer coverage for this. The clock starts when the job ends, not when COBRA ends.
Whether your specific doctors and hospitals are in a plan's network matters more than any other single detail. Check this before looking at anything else.
Check whether each plan's drug list covers what you actually take, and confirm it every year, since a drug list can change from one year to the next.
The San Diego County Aging & Independence Services program offers free, unbiased Medicare counseling through California's SHIP program (Health Insurance Counseling & Advocacy Program, HICAP). It covers La Mesa along with the rest of the county, and it is a reasonable second opinion alongside a conversation with a licensed agent. It costs nothing either way.
